Using law to fight for clean air in vulnerable Balinese communities.
Ni Putu Candra Dewi is a Bali-based human rights lawyer who advocates against coal plant pollution on the grounds of it being a human rights issue. Candra is the Head of Internal Affairs at YLBHI LBH Bali, a legal aid foundation providing services to marginalized people in the region. She is currently the public lawyer in a community lawsuit over the Bali Governor’s environmental permit for the construction of the Coal-Fired Power Plant in Celukan Bawang, first filed at the start of 2018. On December 10, 2019, to coincide with International Human Rights Day, Candra submitted a Review for the Supreme Court’s decision on the Celukan Bawang environmental permit.
Beyond her litigation work, Candra is also a passionate community advocate. In 2016, she founded a social initiative focused on education and disability called Bumi Setara. She also created the “We Need Clean Air Not Coal” Campaign to increase broader awareness about the impacts of the coal power plant, the importance of clean energy, and joint efforts to deal with the climate crisis. In 2019, Candra became the STORY Ambassador of The Habibie Center: a think tank focused on diversity and democratization issues. She recently received the Creative Hubs Academy fellowship from the British Council Indonesia in collaboration with HIVOS SEA.
Moving forward, Candra seeks to recruit more women for her advocacy efforts. She strives to have Bali eventually operate entirely on clean energy, which she is currently working on by researching government regulations for the use of clean energy in Bali’s tourism sector. Candra is also writing a book based on the experiences of the people who have struggled directly with coal smoke in Celukan Bawang to serve as a reminder of the necessity of clean air to future generations.

NI Putu Candra Dewi adalah Pengacara HAM berbasis di Bali yang dalam 3 tahun belakangan mengadvokasi isu lingkungan sebagai bagian dari HAM. Candra adalah Kepala Bidang Internal dari Yayasan Lembaga Bantuan Hukum Indonesia-Lembaga Bantua, Hukum Bali. Pada 26 Januari 2018, Candra sebagai bagian dari Tim Kuasa Hukum warga terdampak Pembangkit Listrik Tenaga Uap (PLTU) Batubara Celukan Bawang mengajukan gugatan izin lingungan hidup untuk ekspansi PLTU Batubara Celukan Bawang 2×330 MW yang dikeluarkan oleh Gubernur Bali melalui Pengadilan Tata Usaha Negara (PTUN) Denpasar. Selama itu pula, hingga saat ini Candra melakukan penguatan dan pemberdayaan terhadap warga terdampak di Celukan Bawang maupun kampanye-kampanye peningkatan kesadaran terhadap masyarakat luas mengenai dampak PLTU Batubara, pentingnya energi bersih serta pentingnya upaya bersama menghadapi krisis iklim. Pada 10 Desember 2019 bertepatan dengan Hari HAM Internasional, Candra sebagai kuasa hukum dari warga terdampak yang mengajukan Peninjauan Kembali untuk putusan Mahkamah Agung terhadap gugatan izin lingkungan PLTU Celukan Bawang tersebut.
Selain bekerja melalui YLBHI LBH Bali, Candra adalah seorang feminis yang kerap menggunakan analisis interseksionalitas dari setiap isu sosial. Pada 2016, ia mendirikan inisiatif sosial berfokus pada isu Pendidikan dan disabilitas bernama Bumi Setara. Pada 2019, Candra menjadi Duta CERITA The Habibie Center yang berfokus pada isu keberagaman dan demokratisasi. Masih di tahun yang sama, ia mendapatkan fellowship Creative Hubs Academy dari British Council Indonesia yang bekerjasama dengan HIVOS SEA.
